Well, that's cryptic, isn't it? But maybe it is this error from CLI:

510 ICULOADERROR Error loading ICU library.

Explanation: CLIv2 was unable to load TDICU llibraries

Remedy: Make sure that the correct version of TDICU package is properly installed and try again.
