Frank, this is not really new. We had many discussions of this phenomenon.

Just a random selection of threads:

Other vendors like Oracle seem to be fetching the same results so this is not something specific to Teradata. Coding of these calculations should be very careful, with all exceptions handled. In a way, this is "intuitive", this is how accountants think: they like to have the liberty of adding or subtracting a day or two to the periods they report on to make all business time intervals look optimal.
