I could also reproduce the error you encountered.

     [NCR][ODBC Teradata Driver] Driver does not support
              specified fInfoType (#0)
     MSAccess 2003
     Teradata ODBC 3.6.0.0
     Session Character Set: UTF8 and UTF16

While investigating the error, please try "Link Tables" in MsAccess. I tested both UTF8 and UTF16 session for export (from Teradata) and import (to Teradata), and both work fine.
