For several releases now, Teradata has only acquired RowHash write locks on dictionary tables TVFields and/or Indexes at the end of COLLECT STATS processing. By default, the only lock it holds for a "relatively long time" is an ACCESS lock on the table itself.

Further improvement (e.g. reclassification as DML versus DDL) would of course be welcome.
