Yep.


  I was under the apparent misapprehension that Teradata would only use the extra space if it actually contains double byte characters, otherwise it would not take up any more actual space than the equivalent in Latin definitions.  


If it was stored as UTF-8, yes.

But the current implementation in Teradata uses UTF-16, which results in 2 bytes per character.
