We ended up using

     .COMPILE FILE = LOG_EXECUTION_STEPS.spl;

     .IF ACTIVITYCOUNT > 0 THEN GOTO FAIL;

In the bteq script which worked.

But, it would still have been good if something could have been done at the script level to fail bteq.
