Taking into account the below assumption, the casting can be done as

     select CAST((182255 (FORMAT '99:99:99')) AS CHAR(08))

and the value can be inserted Into a Time(0) column using implicit conversion from CHAR to TIME by Teradata. The above test is done in a SQl Assistant.
