Q: What's the easiest way to assign the cpu threshold for a user say dbc. Also when the testing is done, just set it to default, no cpu threshold.

A: Priority Scheduler Facility (PSF) does not limit individual's cpu threshold. You are thinking of work load manager or DBQM in pre V2R6 environment.

User DBC is the only user you can't really restrict sine you need drop user privilege to modify the user's account string if you wish to manage a user by PSF.

Please read the necessary documentation (Utility reference manual for PSF and DBQM reference manual for DBQM (pre v2R6) or workload manager reference manual for workload manager (V2R6 on). All the necessary details are in the manual.
