For what it's worth, I can reproduce this on releases different from yours. I have tried both TD and ANSI semantics and also different syntax
forms, such as UPDATE ... FROM.
If you don't have control over how updates will be done by processes / users then this basically means a no-go for the trigger. The results it
produces are unreliable.
Thanks for the warning. I think the problem is serious enough for everyone using such triggers to re-test them immediately.
