I saw a similar error when I upgraded from V2R5.1 to V2R6.0 and from TTU 8.0 to TTU 8.1.

Did you upgrade to TTU 8.0?

Did you use Teradata manager DBsetup to upgrade your TDWM database structures?

Also you may need to delete all rules in your current instance and recreate them.

The problem I saw was due to bad data in the TDWM database after the upgrades.
