You might want to look at Teradata Dynamic Workload Manager (previously known as Teradata Query Manager (TDQM) I think)

It allows you to specify rules about the sort of queries users can submit.

Also, you might want to look at Priority Scheduler. It can look at how much resource a query has consumed and drop it in priority if it exceeds certain thresholds.
