Don't forget to apply it to the database. TOOLS...APPLY TO DATABASE

You can also set 'DO NOT REPEAT WITHIN x MIUNTES' on ACTIONS TAB. This is all in Version 7.0 (TTU 8.0), but I believe those features have been there for a long time.
