  How do I know how many rows are in the partitions?  


The counts might be provided by the explain plan for a query with aggregate functions imitating the definition of PPI:

I do realize this is just a totally ad hoc approach and have no idea where exactly such estimates are coming from. Not sure about their accuracy either but they were spot on in a few tests I've done in the past.
