I understand that dropping of USIs for the period of maintenance is the only practical option here. Will be glad to stand corrected.

ML deletes are fast but USI is a problem there as well.

If you drop the USI, delete using ML and rebuild the USI, you might still get a reasonable timing, though, even on the DEV machine.
