I'm surprised that the optimizer is not generating the transitive term during transitive closure. It usually does. Perhaps transitive closure has been partially disabled through a GDO. You might want to fire dbscontrol up to check if internal field 54 (SynDiagFlags) is set to anything other than zero.

Otherwise, this looks like something you should open an incident for with Teradata.

For better or worse, Teradata's attitude toward hints is, "Hints? We don't need no stinking hints!"

Of course, we do love to have stats, but you said that's been covered. Besides, this doen't look like a situation more stats would improve matters.
