Hi John:

This is an interesting puzzle.

I think that I would try a stored procedure. Basically it would do the following:

1. CREATE TABLE < table-name > as sel ..... WHERE < all-search-criteria > with data;

2. set < variable-name > = 500000 - activity_count

3. Do an INSERT/SELECT into the same table WHERE NOT ( < all-search-criteria > ) SAMPLE :< variable-name >

Now, this is strictly brainstorming and I have not taken the time to actually try this, but it seems like it should work. If you try this approach and it works, it would be great to know that too.
