You are correct. There is no way to issue a 'Set Role' command thru the Monitor partition. (and therefore in PMON, etc.)

Either the Monitor rights must granted to the user's default role or they must be granter to a 'monitoring' role that is in turn granted to the users default role.

If you are on V2R6 you can set the user's default role to 'ALL'. This allows them to use all the roles that they have been granted without having to change between roles.
