At the database level it should be relatively easy. If you are at Tdat R5.1 then using the DBQlog you can get "object-use-counts" and if you are still on R4.1 you could use access logging to capture all SQL (not utilities) requests for those set of users. A column in the DBC.accesslog table is the "databasename".
