My understanding:
After the vertical distribution the rows are ordered such that amp1 has the first set of blocks, amp2 the next etc. After the
horizontal distribution amp1 has the first return block, amp2 the second, etc. The FastExport client requests particular blocks by relative block
number--their location can be easily determined as the remainder of blocknumber/amp count.
