Subj:   How confident is "High Confidence"

Explains indicate confidence levels of target cardinality and cost (time) estimates. Can these be equated to probability of correctness, such as High confidence is 90%, Low is 50% and No confidence 25%? Can I also convert the cost and cardinality shown by explains into CPU time and IO's approximately?

The above information would help me find the machine resource saved when a query is rejected by query Resource rule (TDQM). They are not standard queries so that we can multiply by the number of rejections for a standard query.
