On a quiescent system - if I purposefully set AMPs in a cluster to Fatal using vprocmanager - what should happen.

What I saw?

- The system remains in quiescent state

- I was able to create a table with Fallback and even insert rows

But when I do a tpareset of the system - it does not come up saying "Configuration is operational with more than one amp in a cluster down.". This is okay, but what is the reason for the former behavior.
