There are probably not enough rows per AMP to distribute evenly.

     20 years are about 7300 distinct values.
     50 AMPs -> 146 rows/AMP
     500 AMPs -> ~15 rows/AMP

Just try the same with any other datatype and 7300 distinct values, there's probably a similar skew...
