It will be pretty tough to judge the numbers that you are presenting, without a bit more information.

One thing that I can say is that there a lot of settings that need to be right before a Veritas based BAR solution is running at optimum speed. There might also be other factors that are influencing your backup speed; the slowest component in the chain will limit the overall speed.

I assume that Operational services has been involved in setting up your BAR solution, so I would get back to them and get their expert opinion on this.
