Oracle 9i has built in connectivity to other databases using ODBC. Generic Heterogenous Connectivity they call it (I think). You install the Teradata ODBC driver on your Solaris box and then set up your Oracle tnsnames and listener files to know about it; and then set up an Oracle database link to Teradata. See the Oracle Note:245549.1 for details.

We don't use it in production but have played with it on our test servers. It seemed to work fine with Oracle 9.2.0.5 talking to Teradata V2R5.1. Oracle 9.2.0.4 did not work though.
