DBC.SysExecSQL is virtual and it doesn't physically exist in DBC. As you have seen in the manual, the purpose of this CALL statement is to verify if the creator and owner of the stored procedure are the same or not.

DDLs/DCLs/DynamicSQLs can be used in stored procs only if the creator and owner of the SP are the same.
