Vivek,

This condition is used for getting rows with only Multi column indexes.

So addition of this condition removes any chance of retrieving rows single column indexes. As for single column index, the min and the max value will be the same, where as it will be less and NOT EQUAL for multi column index.

But if you wish to retrieve all the rows for INDEXES, the condition can be removed.

Its based on requirement. :-)
