My experience is a bit old here, however, ARCMAIN is a program which needs to be authorized. The Teradata MVS client software comes with instructions to authorize a couple of libraries (AUTHLIB, TDPLIB) and I think ARCMAIN is in AUTHLIB. I would take a look at your STEPLIB/JOBLIB statements in the job. If they concatenate TRLOAD with AUTHLIB and TRLOAD isn't authorized, the entire STEPLIB/JOBLIB concatenation will lose its authorization. Try either removing TRLOAD from the concatenation or authorize TRLOAD.
