ARCMAIN must run APF-authorized (i.e. must be loaded from an "authorized" library).

If you use JOBLIB or STEPLIB to identify the library containing ARCMAIN, then be sure only APF-authorized libraries are included under that DD statement.

Other utilities such as BTQMAIN do not require APF.

Talk to your MVS system programmer or whoever installed TTU.
