Is the file really empty? If it is not and you just cannot view its contents with the Linux tools you have used, try the following. Avoid any text conversions and zip the output file and transfer it to your Windows client (in binary mode, of course), where you can upzip and view it with the software which definitely supports Unicode. For example, a recent web browser. Just make sure the language is set to Unicode.
