I had a similar problem and also need to increase StepsSegmentSize. Our StepsSegmentSize was set at 640. So we changed it to 1024
(the default) and the error went away. I don't believe these need restarts to take affect.
There was a thread on it earlier this month. The subject was 'Plastic Steps'.
