You are not the only one who is asking for this. It's currently under evaluation for arc 8.0 (late next year):

The enhanced RESTORE and COPY statements mimic the ARCHIVE statement syntax by adding the EXCLUDE table option.

RESTORE DATA TABLES () (EXCLUDE TABLES ()) ...

RESTORE DICTIONARY TABLES () (EXCLUDE TABLES ()) ...
