AFAIK, the single-table-catalog was introduced for performance reasons and for solving some cross-system copy issues. It came in
via DR48289 at arc.6.7 (TUF6.1 - June 2001).
If date/time is of importance, you could join $ARC.CATALOG to DBC.RCEVENT on the EVENTNUM value.
