We ran into the same issue with our V2R5 upgrade.

Try the following:

Teradata Extension to Ansi SQL 99 -       Substr(string,n1,n2)
Ansi SQL 99             -     Substring(string From n1 for n2)

With CLI, it appears that a mix of the 2 flavors no longer works; however, ODBC is fine with a mix.
