The main issues are that USERs can be created under DATABASEs in the hierarchy, and a child USER/DATABASE cannot be created with more PERM/SPOOL/TEMP space than its parent. Therefore, the SPOOL and TEMP space limits are not for the DATABASE itself, but for any USERs created beneath it.
