When the Optimizer is not provided with COLLECTed STATISTICS, it will perform Dynamic Sampling using a random AMP in order to estimate table demographics. Dynamic Sampling is done during the parsing procedure. The Parser is more aggressive with COLLECTed STATISTICS.
