The 2644 error sounds similar to a bug that we were hit by where the space for the join index is charged to the wrong area
(DR66687.) There is a patch out there to fix this. This of course assumes that basic things have been ruled out, permissions, you
have the space etc. I'd get in touch with your support rep if I were you and check out that you are not affected by the DR.
