How can I get a user's perm space to 0?

I run a sum(maxperm) for each user to find a user's permspace, do the usual create database from the user, give the database to some other database and drop it, but the user seems to always be left with a little bit of space.

I do it again with the space that maxperm says is left, but it stays the same.

This is really upsetting my sense of order.
