Your SQL is asking the question "For each Mode and Plant, how many distinct Countx values do I have?".

My results were different than yours when I ran the query:

MODE    PLANT   Count(Distinct(COUNTX))
M1      P1      1
M2      P2      2

Meaning that M1/P1 had one distinct Countx value and M2/P2 has two distinct Countx values. Teradata returned the correct answer to your question.
