  I'm kinda shooting in the dark here, but I believe that if you set the field dbcarea.dbcarea-conformance (or, in Assembler, DBCNILCS) to 'N' before calling DBCHCL, you should be able to avoid this error.  



Sorry! I spoke too soon. It seems that the default for this field (in the HSHSPB) is 'N', unless your installation has changed it -- which seems unlikely.
