It sounds to me like a dogma as the definition of a PI - unique or non-unique - does or should heavily depend on what you are going to do with the table. If you have to join in 90% of your questions with this field to an other table with the same PI the selection would be good. Without the knowledge of the remaining data model it is very hard to device.
