Try the code below. The problem you are having is because the database id is not on the second system. Use the COPY command in place of the RESTORE.

logon tcrm/user1,pal;
COPY DATA TABLES (iastest2),
RELEASE LOCK,
FILE=textias;
LOGOFF;
