Have you tried creating filters to allow the users to select the values that they require?

You could create a single filter which allows the users to select the Countries that they are interested in, and you could have a second filter to allow them to select all Countries. The user would then have the option of simply dragging the most suitable filter into there reports. This is a similar approach to the one we have taken. It does require the users being given a little more training on the use of filters, but it simplifies the SQL which has to be written behind the filter (no more need to use an or) and simplifies report building in the longer term.
