Yep.

"If TEMPORARY is specified and ON COMMIT is not specified, then ON COMMIT DELETE ROWS is implicit." (SQL Foundation, Vol. 2, ISO/IEC 9075-2:1999, sec. 11.3, rule 12, p. 407)

but stupid (in my humble opinion).
