If you have referential integrity in place on your system than you can use these dictionary views to check for dependencies.

RI_Child_Tables V       F       1       DBC
RI_Distinct_Children    V       F       1       DBC
RI_Distinct_Parents     V       F       1       DBC
RI_Parent_Tables        V       F       1       DBC

However, if you don't have referential integrity in place you really cannot say what objects are functionally dependent on each other by looking at DBC. You must rely on your metadata and data model (assuming you have them documented) to determine actual dependencies.
