Narayan,

1. typically, the 4 sessions will be split evenly across the two PEs although this does depend on both PEs being defined to the same Lan Host group or m/f TDP (depending on your client environment).

2. I doubt if the query run-time will be affected by the number of PE's being used. The amount of timespent in the PE is going to be fractions of a second whereas a query may take minutes to run.
