You need to drill down sometimes to see the change. You also need to make sure you are logged directly onto the database and not going through a server. I tend to user session information more than pmon because I track things from a number of different vantage points. Session information might be an alternate way for you to check the priority but again, it is necessary to drill down on the userid...
