I don't know if it will be as accurate enough for your needs, but instead of a circle, what if you worked with a triangle using the Pythagorean Theorem?

Distance = square root of ((lat2 - lat1)squared + (log2 - log1)squared)

I think SQL has exponents and square root that will allow this calculation.
