As far as I know, the SAMPLE method still requires the Teradata to do the same amount of work internally (give or take a bit) as
if all the rows were being returned. It only affects the number of rows that are being returned to the user from the answer spool.
Actually, an EXPLAIN would give you a more definitive answer (I don't have access to a machine at the moment, so I can't check it for
you).
