Teradata Manager is normally only used by DBAs. With the added feature of Visual Explain (VEComp) it makes sense that application developers would want access to that as well. In the first release of Visual Explain we bundled it with Teradata Manager so that we could get as much exposure as possible. In future releases we will most likely sell it separately as well. In order to take advantage of VEComp you have to be running V2R4.0.
