Jeff,

I'm certain that VARTEXT is only supported on unix and windows platforms (although I can't explicitly see it in the Fastload Reference manual). The "Input Data Formats" section in chapter 1 talks about what data file formats are allowed and this section only refers to VARTEXT in relation to 'network attached clients' (i.e. unix and windows).

If you've got real csv's on an MVS system then typically you're going to have to pre-process that data using a stand-alone program, an inmod or an access module.
